Historical SummaryFollowing the Soviet invasion on November 30, 1939, Finland appealed to the League of Nations for help. The U.S.S.R., for its part, recognized a puppet government set up near the Soviet border by a Finnish communist named Otto Kuusinen who had spent most of the previous twenty years as an exile in the Soviet Union. The Kuusinen Government accepted Moscow’s original demands on Finland, whereupon the Soviet Union claimed that it was not at war with Finland and refused to send a representative to the League discussions of the dispute. This action apparently prompted the League to act with unusual speed. On December 14, 1939, it expelled the Soviet Union as an aggressor and therefore unworthy of membership. Beyond this the League merely authorized the Secretariat to coordinate whatever voluntary assistance the individual League members might wish to give Finland.

RESOLUTION Adopted by the Council of the League of Nations, December 14, 1939
The Council,
Having taken cognisance of the resolution adopted by the Assembly on December 14th, 1939, regarding the appeal of the Finnish Government;
1. Associates itself with the condemnation by the Assembly of the action of the Union of Soviet Socialist Republics against the Finnish State; and
2. For the reasons set forth in the resolution of the Assembly, in virtue of Article 16, paragraph 4, of the Covenant, finds that, by its act, the Union of Soviet Socialist Republics has placed itself outside the League of Nations. It follows that the Union of Soviet Socialist Republics is no longer a Member of the League.
